Any good hairdresser could do that.

It may be expensive but only Toni%26amp;Guy could do it properly without damaging your hair.

They did it for me :)How to get pillar box red semi permanent hair colour out of my hair?
Some of those semi-permanent hair colours are really hard to get out of hair, especially red. That is because they are dyes, and not tints. There is a difference!

Dyes are fabrics colours. They can be used on hair, but not if you want to remove them. They are not meant to be removed, and they are not formulated the same as hair colours are. So you may be stuck with it for a long time -- until you can cut it off.

No, bleaching is the wrong thing to do, and colouring over it was an even worse thing to do. However, now that you did it, leave it alone. You are going to have that red tone for a long long time. You might try some hot oil treatments (Metalax) to see if it will lift some of the stain. But it just needs to grow out and be cut off.
Two things you can try on your own. First try using a clarifying shampoo - they are made to strip the dirt and grime out of your hair. Second - try using a hot oil treatment it might pull a bit of that color out as well. The shampoo you can use regularly and the oil treatment only once until you feel your hair might be very dry then apply again.

Hope this helps!
